Abstract
European energy policy has come a long way over the past sixty years: from humble beginnings - the ECSC, which has no practical impact on the energy sector to the texts in the Lisbon Treaty, which finally provide for efficient political interaction. If we need to give a quick answer to the question why it has come to this course of events, one possible answer would be as follows. Every political community exists because its members realize that through the community they can solve their collective problems more effectively than if they solved them individually. To be stable over time, such a community must provide mechanisms for resolving conflicts that arise between members regarding the resolution of these collective problems and contain mechanisms for adaptation and change to continue to be an attractive option for the future.
