Abstract

La fine del XX secolo e l’inizio del XXI rappresentano un’epoca segnata da cambiamenti nel sistema mondiale che rendono il tema della sicurezza umana e dello sviluppo umano molto attuale – crollo del modello bipolare, globalizzazione, integrazione politica ed economica, nuove minacce e opportunità per l’umanità. In queste condizioni, in questo periodo è stato elaborato Il Concetto di sicurezza umana, che presenta un nuovo approccio alla sicurezza, dove il soggetto della sicurezza non è più lo stato nazionale. Secondo Il Concetto di sicurezza umana il soggetto, il consumatore della sicurezza è ogni persona. La sicurezza umana include: in primo luogo, la protezione dalle minacce croniche come la fame, le malattie e la repressione, e, in secondo luogo, la protezione dalle minacce impreviste nella vita quotidiana degli uomini che possono colpire la loro case, il loro lavoro o la comunità a cui appartengono. Questo paper intende presentare il Concetto di sicurezza umana, la sua storia e il suo significato nel contesto contemporaneo.

The end of the XX century and the beginning of the XXI century is a period of changes in the global system that make the problem of human security and human development very topical – the collapse of bipolar model, globalization, political and economic integration, new threats and opportunities for humanity. During this period, in these conditions the Concept of human security has been elaborated. It presents a new approach to security, where the subject of security is no longer the nation state. According to the Concept of human security, the subject, the consumer of security is each person. Human security has two main aspects: first, it means safety from such chronic threats as hunger, disease and repression; second, it means protection from sudden and hurtful disruptions in the patterns of daily life-whether in homes, in jobs or in communities. The purpose of this material is to present the Concept of human security – its history and its significance in the contemporary security environment.
