Abstract
Applying research methods and instruments, the author presents the two most significant political factors that have influenced the effectiveness of cross-border cooperation between seven European Union members and ten partners from North Africa and the Middle East. These factors represent the political security conditions in which Mediterranean cross-border cooperation works and develops its effectiveness.
