Role of the ethical codes of conduct for the employe of the Ministry of interior of the Republic of Bulgaria

Abstract

ABSTRACT: The aim of the paper is to emphasize the importance of the ethical codes of conduct of the employees of the Ministry of Interior of the Republic of Bulgaria for ensuring legality and transparency on the execution of their official duties. An analysis of the applicability of the codes of ethics (institutional and national) in the Ministry of Interior and the disciplinary penalties provided for non-compliance with them was made. An attempt was made to defend the main thesis, that the ethical codes of conduct of the employees of the Ministry of Interior not only guarantee justice and legality, but also contribute to building trust in society in their activities to ensure public order, public safety and counteraction to crime.
РЕЗЮМЕ: Целта на разработката е да подчертае значението на етичните кодекси за поведение на служителите на Министерството на вътрешните работи/МВР/ на Република България за осигуряването на законност и прозрачност в тяхната дейност. Извършен е анализ на приложимостта на етичните кодекси (ведомствен и национален) в МВР и предвидените дисциплинарни наказания при неспазването им. Направен е опит да бъде защитетна основната теза, че етичните кодекси за поведение на служителите на МВР не само гарантират справедливост и законност, но и допринасят за изграждането на доверие в обществото към тяхната дейност за осигуряването на обществения ред, обществената безопасност и противодействието на престъпността.
